You want to get an event from relay A but the event says it was targeted to relay B? Why aren't you connecting to relay B in order to fetch events that were targeted to relay B? Otherwise why does this has to do with relays at all?

I'm now sure I am not following your intentions with this. Can you give an example of what exactly you want to accomplish?
