URLs do not resolve without context, there are always hardcoded DNS servers, and there can always be hardcoded Nostr "indexer" relays serving the same purpose if that is your tradeoff. Nostr can work with that, it can also work without that, it can work with multiple methods.

DNS can fail and often fails when something is misconfigured or when some DNS server goes down (which happens even though they are few, giant and everything is a big centralized scam), Nostr contextual resolution can fail, hardcoded indexer relays can fail.

Everything is contextual and can fail.
