I saw that happen on JQuake, it's weird!! It sat there as a M9.9, max shindo 2 for like a minute before the general population alert was triggered and the shindo was revised to 7 all across Hokkaido.

i'm reminded to that one incident where (alledgedly) a seismograph station was hit by lightning at the same time as a small earthquake off the south east coast in the volcanic islands and it was interpreted as a M9.5

i would LOVE to be a fly on the wall at the JMA just to know what happened to lead to this. M9.9 almost feels like some kind of placeholder, or a maximum displayable value. maybe the system calculated it to be much higher, but they encode magnitudes to be only one digit?

my personal theory is that a small earthquake hit kumamoto as they do ever since the big one down there a few months ago, and the system got tripped up and mixed the tremors south and north into a giga quake. which did happen before. but lina's theory also stands. ultimately we won't know until a post mortem (if one ever happens)
