Overdose, transportation, assault are main contributors. by Jeremiah Hayden At least 372 Multnomah County residents died while #homeless in 2024, according to the county's latest Domicile Unknown report. That's down 18 percent from the 2023 high of 456. Multnomah County releases its Domicile Unknown report in December each year, compiling demographic data and cause of death for the prior year. The county published the latest Domicile Unknown report December 19, detailing statistics for 2024. The report shows the majority of deaths of unhoused residents were caused by accidental injury, such as drug overdoses, and those who died did so at an average age far younger than the current US life expectancy of 78. "Each person represented in this report had a meaningful story; their deaths were tragic and most were preventable," the report states. "These community members were people that our outreach teams connected with and clinicians cared for - we were impacted by their lives, and we keep their stories close to our hearts.". The report includes 321 recorded deaths from the Multnomah County Medical Examiner, and 51 from vital records of those who died in hospitals or under other medical care. The Oregon Legislature introduced a bill that went into effect in 2022 requiring housing status to be reported when a person dies. This is the third year those deaths have been included. On average, #homeless county residents died at the age of 48. That's 30 years younger than the life expectancy at birth in the US in 2024. Overall, the mortality rate for #homeless residents was six times higher than the general population, adjusted for age. . "The reason for this heightened risk is complex and due to intersecting factors," the report states. "Multiple causes both lead to #homelessness and increase health risks, including lack of affordable housing, racial injustice, lack of social support systems, substance use, mental health challenges, trauma, and a lack of access to physical and behavioral healthcare.". The report comes amid a bleak outlook for #homeless support systems nationwide. The latest data from October shows nearly 17,000 people are #homeless in Multnomah County, with nearly 7,800 unsheltered. Over 5,000 are reportedly sheltered, but an additional 4,000 are recorded but their shelter status is unknown. With federal cuts to social programs wreaking havoc on local services, local governments have paused rent assistance programs while the city of Portland remains laser-focused on temporary shelter. More people are entering #homelessness than local governments can house or shelter each month. In October, nearly 1,970 people became #homeless or reengaged with #homeless services in Multnomah County-1,382 for the first time-while 1,275 people exited #homelessness. Just 409 of those exiting #homelessness entered permanent housing, while the remaining 866 became inactive in accessing services. Overdose accounts for vast majority of deaths Accidental injury was the leading cause of death for #homeless residents in 2024, and the majority of those were due to drug overdose. At least 214 people-87 percent of unintentional injuries-died due to overdose, with 71 percent involving both an opioid and a stimulant. . Men accounted for the highest number of overdose deaths, at 175, compared with 39 women, while 76 people aged 35-44 died in 2024-accounting for 36 percent of overdoses. Over half of those who died from overdose were between the ages of 35 and 54, according to the report. . #Homeless residents were 40 times more likely to die from a drug overdose than the general county population. Demographic data was not equally distributed with regard to race. The report also shows inequities in overdose deaths: 23 people, or 11 percent of those deaths were of Black/African American residents, despite making up 6.4 percent of the general county population, according to the data. . Overdose statistics for 2024 were lower than in 2023. Compared with 214 people this year, the prior year's report shows that 282 #homeless residents died of overdose. That was the highest year on record for overdose deaths, a year in which 456 residents died without a home. The reduction mirrors a trend seen nationwide for #homeless or housed individuals. Among all Multnomah County residents, opioid overdose deaths declined from 483 in 2023 to 379 deaths in 2024. Still, the report underscores the need for low-barrier access to effective drug treatment services. The most recent data from Multnomah County shows the new deflection center-which allows a person to complete substance abuse treatment rather than going to jail- saw only 29 percent of people complete treatment after being referred for services. More than 80 percent of those referred for treatment were unhoused. The Domicile Unknown report noted that housing is a crucial aspect of determining health outcomes and is associated with inequities, like mental and physical health challenges, trauma, and can contribute to substance use disorders. "While people with substance use disorders may be more likely to face unstable housing situations, the stress and context of #homelessness can also worsen substance use," the report said. "People experiencing #homelessness might also be more likely to use drugs alone and face more barriers to accessing treatment.". Traffic crashes second-leading cause of death for unhoused residents Transportation crashes were the second leading cause of death, killing 19 people, or 8 percent of all unintentional injuries. #Homeless residents were 23 times more likely to be killed if they were in a traffic crash than the general Multnomah County population, and 54 times more likely if they were #homeless pedestrians or cyclists. . The report noted that nearly all transportation deaths occurred in the darkest hours, before sunrise or after sunset. Just three of the 19 deaths occurred in daylight. In the city of Portland, that aligns with overall trends. Traffic fatalities in Portland occurred during low light 84 percent of the time in 2024. That's down from 2023, a year in which 22 people died due to traffic incidents. That year, #homeless residents were 58 times more likely to die in traffic incidents than the general county population. The trend is also on par with local trends. Portland saw 58 traffic fatalities in 2024, and 43 have been killed as of December 19. Assault accounted for 17 deaths among #homeless county residents in 2024, with 13, or 76 percent, due to firearms. That's an uptick since 2023, when 14 assault deaths were recorded. The increased risk of dying by assault is 24 times higher for #homeless residents than for the general population of Multnomah County. Additionally, 13 people took their own lives-an increased risk seven times higher for #homeless residents. In 2024, 88 #homeless people died in Multnomah County from natural causes. Most were certified by a healthcare provider, at 51, while the remaining 37 were certified by the medical examiner. Cancer (13), heart disease (9), and respiratory disease (9) were the leading natural causes of death. . Overall, the data shows that deaths of #homeless residents in 2024 were not equally distributed across racial demographics. The county report shows Black/African American, American Indian/Alaska Native #homeless residents were overrepresented in the report. "Structural racism and exclusionary policies that constrain access to housing, education, employment and healthcare infrastructure are likely underlying causes of the inequities in mortality among (people experiencing #homelessness) by race," the report said. The annual #Homeless Day of Remembrance to commemorate lives lost in 2025 will be held Sunday, December 21 at St. Andre Bessette Catholic Church in Portland (601 W Burnside). Doors open at 5pm. *This petition is for current residents, business owners, and workers of #StJohns*

This is a counter petition to the one currently circulating in the St. Johns community seeking to close the Drop-In Center, established to provide services to the #houseless community.

We feel this is a critical resource for our houseless community members. We strongly feel that the problems being projected in local media can best be served by the community through education, de-escalation training, a more robust mutual aid network, and an increase of community involvement with the houseless community.

The Drop-In Center primarily provides services for our houseless community members in St. Johns who would not otherwise have access to these services. Services do not require a referral and include:

Case management from peer providers who can connect clients with longer-term services. That could include helping clients obtain necessary documents for #housing, #healthcare, providing referrals to community partners and behavioral #health support services, connecting clients with government benefits, and more.
#Housing navigation assistance, including identifying and eliminating barriers to housing, assistance with applications and fees, and other support services.
#Hygiene services, including laundry and showers, with access to travel-size toiletries as available.
Limited #meals offered on a first-come, first-serve basis, in addition to pantry items and hot and cold beverages.
Mailing address services. People will be able to sign up to have mail delivered to the day center; not having a stable mailing address can be a key barrier to people seeking housing.

The problems attributed to the Center in local media would be greatly exacerbated if it was closed. We understand this is not the solution to #houselessness, which would be a housing first policy, but a lifeline for those who have nowhere else to turn.

When plunder becomes a way of life for a group of men in a society, over the course of time they create for themselves a legal system that authorizes it and a moral code that glorifies it." - Frédéric Bastiat, Economic sophisms, 2nd series (1848). With so little pushback to Defense Secretary Pete Hegseth's murders in the Caribbean and ICE's domestic cruelty and violence that highlights Trump's brutality, we're watching the final fulfillment of a 50-year plan. Louis Powell laid it out in 1971, and every step along the way Republicans have followed it. It was a plan to turn America over to the richest men and the largest corporations. It was a plan to replace democracy with oligarchy. A large handful of America's richest people invested billions in this plan, and its tax breaks and fossil fuel subsidies have made them trillions. As any advertising executive can tell you, with enough money and enough media - particularly if you are willing to lie - you can sell anybody pretty much anything. You can even sell a nation a convicted felon, rapist, and apparent agent of America's enemies. America was overwhelmed in the 2024 election by billions of dark-money dollars in often dishonest advertising, made possible by five corrupt Republicans on the Supreme Court, and it worked. Democrats were massively outspent, not to mention the power of the billionaire Murdoch family's Fox "News" and 1,500 hate-talk radio stations and podcasters, many subsidized by Russia and rightwing billionaires. Open the lens a bit larger, and we find that it goes way beyond just that election; virtually every crisis America is facing right now is either caused or exacerbated by the corruption of big money authorized by those corrupt Republicans on our Supreme Court. They're responsible for our crises of gun violence, the drug epidemic, #homelessness, political gridlock, $2 trillion in student debt, our housing crisis, our slow response to the climate emergency, a looming crisis for Social Security and Medicare, the ongoing brutality of ICE, and even the lack of affordable drugs, insurance, and healthcare. All track back to a handful of Supreme Court justices who sold their votes to billionaires in exchange for extravagant vacations, luxury yacht experiences and motorhomes, private jet travel, speaking fees, homes, tuition, a spouse's employment, and participation in exclusive clubs and billionaire networks that bar the rest of us from entry. For over two decades, according to reporting, Clarence Thomas and his wife have been accepting millions in free luxury vacations, tuition for their adopted son, a home for his mother, private jet and mega-yacht travel, and entrance to rarified clubs. Sam Alito is also on the gravy train, and there are questions about how Brett Kavanaugh managed to pay off his credit cards and gambling debts. John Roberts' wife has reportedly made over $10 million from law firms with business before the court; Neil Gorsuch apparently got a sweetheart real estate deal and his mother had to resign from the Reagan administration to avoid corruption charges; Amy Coney Barrett has refused to recuse herself from cases involving her father's oil company. None of this is illegal because when five corrupt Republicans on the Court legalized members of Congress taking bribes they legalized that same behavior for themselves. As a result, we have oligarchs buying and running our media, social media, and funding our elections, while the Supreme Court, with Citizens United, even legalized foreign interference in our political process. Our modern era of big money controlling government began in the decade after Richard Nixon put Lewis Powell - the tobacco lawyer who wrote the infamous 1971 "Powell Memo" outlining how billionaires and corporations should take over America - on the Supreme Court in 1972. In the 1976 Buckley v. Valeo decision, the Court ruled that money used to buy elections wasn't just cash: they claimed it's also "free speech" protected by the First Amendment that guarantees your right to speak out on political issues. In the 200 preceding years - all the way back to the American Revolution of 1776 - no politician or credible political scientist had ever proposed that spending billions to buy votes with dishonest advertising was anything other than simple corruption. The "originalists" on the Supreme Court, however, claimed to be channeling the Founders of this nation, particularly those who wrote the Declaration of Independence and the Constitution, when they said that money is the same thing as free speech. In that claim, Republicans on the Court were lying through their teeth. In a letter to Samuel Kercheval in 1816, President and author of the Declaration of Independence Thomas Jefferson explicitly laid it out:. "Those seeking profits, were they given total freedom, would not be the ones to trust to keep government pure and our rights secure. Indeed, it has always been those seeking wealth who were the source of corruption in government."But the Republicans on the Supreme Court weren't reading the Founders. They were instead listening to the billionaires who helped get them on the Court in the first place. Who had bribed them with position and power and then kept them in their thrall with luxury vacations, "friendship," and gifts. Two years after the 1976 Buckley decision, the Republicans on the Supreme Court struck again, this time adding that the "money is speech and can be used to buy votes and politicians" argument applied to corporate "persons" as well as to billionaires. Lewis Powell himself wrote the majority opinion in the 1978 Boston v Bellotti decision. Justices White, Brennan, and Marshall dissented:. "The special status of corporations has placed them in a position to control vast amounts of economic power which may, if not regulated, dominate not only our economy but the very heart of our democracy, the electoral process."But the dissenters lost the vote, and political corruption of everything from local elections to the Supreme Court itself was now virtually assured. That ruling came down just two years before the Reagan Revolution, when almost all forward progress in America came to a screeching halt. It's no coincidence. And it's gotten worse since then, with the Court doubling down in 2010 with Citizens United, overturning hundreds of state and federal "good government" laws dating all the way back to the 1800s. Thus, today America has a severe problem of big money controlling our political system. And now it's hit its peak, putting an open fascist in charge of our government. No other developed country in the world has this problem, which is why every other developed country has a national healthcare system, free or near-free college, and strong unions that maintain a healthy middle class. It's why people living in other developed countries can afford pharmaceuticals, are taking active steps to stop climate change, and don't fear being shot when they go to school, the theater, or shopping. It's why - with the exception of Hungary, which Trump is now emulating - those countries are still functioning democracies. The ability of America to move forward on any of these issues is, for now, paralyzed, even with the extraordinary showing in the streets with the No Kings protests. This is not the end, though; hitting bottom often begins the process of renewal and the behavior and violence of this administration certainly qualifies as a "bottom" in modern American history. Thus, right now we need to prepare for the 2026 elections, join with organizations like Indivisible to stand up and protest this corruption, and make sure everybody we know is registered to vote. Many Americans will continue to speak out and fight for a democracy uncorrupted by the morbidly rich supporters of this neofascism. If you haven't already, join us.

Housing Committee's "Slow the Inflow" resolution to avert new #homelessness heads to full Council by Jeremiah Hayden City councilors are moving fast after the city's housing bureau reported millions in funding it raised from 2021 to 2024 but did not allocate. The Housing and #Homelessness Committee on December 9 referred a resolution to the full City Council to reallocate $21 million in unspent Portland Housing Bureau (PHB) funds toward rent assistance. Brought by all three East Portland councilors-Candace Avalos, Jamie Dunphy, and Loretta Smith-the resolution urges Mayor Keith Wilson to allocate the dollars toward rent stabilization to slow the flow into #homelessness due to a lack of affordable housing. Smith does not serve on the housing committee, but provided public testimony in support after cosponsoring the bill. "Month after month, more Portlanders fall into #homelessness than we can house," Smith said. "If we only treat the symptoms, we will never solve the problem.". The vote comes as the administrative side of the city government is under scrutiny, after the former PHB director sent a memo December 4 outlining how an audit she requested uncovered the unspent funds in July. In the memo, Hisserich said she asked her superior, Donnie Oliveira, the deputy city administrator who oversees PHB, if she should alert the City Council prior to a budget adjustment process in November. Oliveira said it would be a "big PR problem" and she should keep quiet, according to Hisserich's memo. Through Tuesday's resolution, the money is on a path to keep people in housing. As of September, Multnomah County has reported nearly 7,500 people experiencing unsheltered #homelessness, mostly concentrated in Portland. While data shows over 1,300 people exited #homelessness that month-350 of whom moved into permanent housing, over 1,400 reportedly became #homeless during that period, and over 1,000 of those engaged with #homeless services for the first time. The resolution seeks proposes the following allocations to increase funding for eight different housing stability programs this fiscal year, and over the following two fiscal years:. $4 million over the next three years for tenants behind on rent $2 million for rent assistance and rapid rehousing for tenants facing eviction $3 million for rent assistance to bring people out of #homelessness and into housing $1.5 million for a "right to counsel" pilot offering legal aid to tenants in fiscal year 2026-27 $9 million for Home Forward to use on housing vouchers next year $200K for landlord and tenant education next fiscal year $750K to help stabilize affordable housing operations for nonprofits in North and Northeast Portland $250K for down payment assistance on home purchases in FY 26-27 The resolution cited federal policy shifts as major contributors to housing instability-like reductions in Housing and Urban Development funding, Low Income Housing Tax Credits, and the Supplemental Nutrition Assistance Program. Christina Dirks, director of policy and planning at the city's housing authority Home Forward, supported the resolution, particularly the emergency housing voucher "off-ramp" piece of the legislation. If passed by the full City Council, PHB would send a one-time investment of $9 million to Home Forward to support housing vouchers for households impacted by sudden federal cuts. That includes at least 429 vulnerable households, including children, according to Dirks. "We know these households were once #homeless and they are at imminent risk of #homelessness once again," Dirks said in public testimony. Michael Szporluk, a Portlander who has worked in land use planning and housing rights, said the city should ensure it is building the right type of housing for people with disabilities, including for the disproportionate number of #homeless residents with disabilities. "We've talked a little bit about the affordability crisis and that's absolutely very real," Szporluk said. "But we have not really dug into the accessibility crisis as well. We know that there is a severe lack of accessible homes in Portland, and in Oregon more broadly, and that severe lack means that housing choice is compromised for persons with disabilities and their families.". Michelle Gila, the director of Realtor advocacy at the Portland Metro Association of Realtors, submitted testimony opposing the resolution. Gila said she supports the aims, but urged the city to allocate money toward down payment assistance, educational support for housing providers, and to conduct a study on rental regulations. "Unfortunately, several components of the current proposal move far outside the chartered purpose of this fund, as well as what housing providers understand their fees would support," Gila wrote. "The Rental Registration fee was created to support rental services, housing stability, and access to affordable housing-not to serve as a catch-all revenue stream for programs far outside the rental regulatory system.". The resolution will require buy-in from the mayor during the next budgeting cycle. But the City Council's intent plays a role in how the mayor is supposed to develop the budget. Asked if Wilson supports the resolution, his spokesperson Cody Bowman said in an email that he shares similar priorities. "Mayor Wilson shares Councilors Avalos and Dunphy's priorities of 'slowing the inflow' into #homelessness through supporting renters and preventing evictions, as well as rapidly moving individuals in need from shelters and into the housing," Bowman said. . Wilson supports a strategy outlined in a memo PHB developed detailing how rental prevention funds can be most effectively deployed, according to Bowman. That memo, sent by interim PHB director Micheal Buonocore on December 1, recommends similar programs but would dedicate $3 million to Home Forward in 2026, $500,000 for landlord education, and dole out $1.2 million in grants to affordable housing providers with vacant units. The recommendation also holds $3 million in contingency funds for the Rental Services Office and would not allocate any money in the current fiscal year.

A Utah man who was pardoned for firing a gun inside the U.S. Capitol during the Jan. 6 riot has been jailed in a kidnapping and sexual assault case. On Tuesday, a Utah court ordered John Banuelos held in jail until a January hearing. Banuelos was charged with kidnapping and sexual assault in November after DNA collected during the Jan. 6 prosecutions was matched with a cold case in Utah. According to charging documents, Banuelos invited a woman to a party in 2018, but "when she got to his house, there was no furniture and no party.". The woman was physically and sexually assaulted before being taken to a hospital, the documents state. "The victim recounted that the day she met the defendant was the first day she had experienced #homelessness, and she was scared and vulnerable. She reported that she accepted the defendant's offer of a house party because she knew it would provide her with a place to be. What she didn't realize at the time was the defendant's deception. The defendant lured the victim to his home, drugged her, and then sexually assaulted her for over 12 hours," an affidavit noted. Banuelos has also been in the news for stabbing a man to death in 2021. Prosecutors eventually concluded that the stabbing was self-defense.
