Crossing the Portola Drive chasm then up to the high point in Sunset Heights, which is not really accessible (there’s two water tanks and a skinny grey micro-Sutro) but the houses next to it seem to be having a competition for the most ostentatious house numbering. Rayleigh scattering is due to light bouncing randomly off particles and causes general blurriness (eg looking at something very far away on land). Atmospheric refraction is caused by different densities of air moving around and causes a shift in the image but not necessarily blurring (eg a mirage over the desert). Unfortunately the atmosphere is always moving, and long exposures mix the refracted image from several air masses together, causing blurriness.
