It was a common practice, especially in years immediately following WW2, to build a house this way for economic reasons. Buy some land or use land of a relative. Build a basement to live in. As years go by and your economic health (better paying jobs, savings) improves, build a first floor on top of the foundation. Plus in-ground insulation from heat and cold reduces energy costs. I know a person who did this. Or just stop at the basement dwelling.

In college where it was -20F outside and inside +80F (steam heating), my feet would be sweating in my boots in class. Never mind glasses frosted over. Then leaving the class/building for another class/building I would be freeze dried only to repeat this. The coat with straps might have been nice, but nothing helped for the feet or glasses. Secret speed limits are a thing, at least in Maryland and Virginia. We usually get two or three or sometimes more signs warning of photo enforced speed limits in construction zones. But these signs do not reveal what speed is or will be enforced. Not until you are in the construction zone. "We're going to punish you for not obeying the speed limit we are keeping secret." Very clever. Hopefully motorists guess correctly.

Such tools also have an edge to cut seat belts, another source of entrapment, especially if quick exit is needed to escape fire. A friend of mine carried a tool to break her car window and an early mobile phone out of fear of this happening. It never happened to her, but her fear was real. Carrying a tool to break side windows might be used by you to help someone in another vehicle escape.

I'm guessing people are so loud because they actually have hearing losses. We see what you describe here. And it happens even when there is only one person talking on a phone out for a walk before sunrise and after dark. Like a one-person parade going by. People in their cars with windows up and running their radios or having phone conversations that you can hear and understand from several hundred meters away. I'm guessing hearing loss, which contributes to later dementia.
