It’s too simplistic to dismiss the State Department’s turn away from human rights by saying US foreign policy has never been “human rights first” under any administration. Human rights were always at least some part of the overall mix in the complex machinery of policymaking and diplomacy. Now, the fear is, Trump’s “America First” could mean human rights last – in other words, not at all.
