There are extremes where you can be certain it's one or the other, but the fuzzy grey area in the middle is *huge*, especially in larger households (I used to orchestrate residential proxy routing once upon a time, for exactly this reason >.>) <br/><br/>The other challenge is communication, and recourse: Most people with proxies lurking on their home network are entirely unaware there even IS a problem, so if you block them, you need to tell them why, and what to do about it. And THEN, if it's a service they legitimately use, they need to be able to contact someone to say "ok, I fixed the problem" and get unblocked in a timely manner. Ya know, customer service, that thing tech companies are famously great at 🙃 <br/><br/>Sometimes the reasonable answer to these risks and contingencies is "fuck it, don't care", and that's fair! But that's not the most sensible approach for *everything* ^.^
