Essentially, blacks are legally empowered to behave like the animals they are, and Whites feel the whole Law is arrayed against any attempt to restore order and morality, and if they act they will suffer for it, not the blacks, so the ratchet only turns one way. Whites see what is wrong, know what to do about it and might even be willing, but cannot do anything without potentially risking total life destruction and a long prison term. This plays out the same way with common rudeness, misdemeanors and felonies.
