They are to work together but be separate &#34;governments&#34; in what they have jurisdiction over and in what they have a duty to uphold. <br/><br/>Civic leaders have a duty to &#34;foster and maintain the external worship of God, to defend sound doctrine and the condition of the Church, to adapt our conduct to human society, to form our manners to civil justice, to conciliate us to each other, to cherish common peace and tranquillity&#34; as Calvin has put it. <br/><br/>My larger point here is to say that the moral backbone and standard of justice found in the common kingdom has to find its source in the Scriptures if the civil magistrate is going to know what sound doctrine is in order to properly defend it. It has to know how to promote the Christian religion while not, as the WCF has stated, showing preferential treatment to any denomination above the rest.
