价格管制是政府干预最典型的形式之一，也是通往社会主义的道路。<br/><br/>政府写下一个数字，市场就会把代价写在别处。政府可以用法令压低价格，却不能用法令增加住房、牛奶或任何稀缺资源。价格管制真正改变的，是供给、需求、经济计算和人的行动。账面上的“便宜”，最终会以短缺、排队、黑市、歧视和资本退出的形式回来。<br/>一、纽约给了我们一堂现成的课<br/>我特意选了这张带星星的红色版式，因为纽约市的社会主义者正在给我们提供一个极好的现实案例：租金冻结。<br/>纽约从第二次世界大战以来就有租金管制。过去还保留着一点“部分空置解除管制”：租客搬走后，房东可以把租金朝市场均衡水平提高10%或15%。这当然远非自由市场，却至少允许价格在换租时向现实靠近一点。如今连这条缝也要被堵上，一年期、两年期租约到期后都不许涨租，名义租金被彻底冻住。<br/>价格管制是政府干预最典型的形式之一，也是通往社会主义的道路。它不是一句夸张的政治口号，而是一条可以逐步追踪的经济因果链：政府先控制一种商品的价格；这个管制制造短缺和生产转移；为了堵住这些后果，政府又不得不控制相关商品、工资和生产资料。局部管制要求更多管制来挽救自己，最后整个经济都被拖进计划体系。<br/>经济学关心的正是这些长期后果。政治家看到的是法令签署当天的掌声，经济学家必须追问：一年以后、五年以后，人们会怎样改变自己的行动？<br/>二、政府怎样进入我们的交换<br/>罗斯巴德把政府干预分为几类。第一类是“自闭型干预”：国家直接命令一个人做什么或不做什么，例如禁止某种信仰或表达。第二类是二元干预：国家直接与个人发生强制关系，征税、通货膨胀以及由强制融资支持的政府服务都属于这一类。第三类是三角干预：政府闯进原本属于两个市场主体的交换，改变买方和卖方可以接受的条件。<br/>价格管制就是三角干预。市场上本来有买方、卖方和双方自愿商定的价格；现在政府作为第三方出现，宣布双方不能按自己的判断成交。价格上限规定法定最高价，价格下限规定法定最低价。租金管制是价格上限，最低工资和农产品支持价则是价格下限。<br/>问题不只在于交易自由受到了限制。市场价格也是企业家进行经济计算的信号。它告诉生产者消费者怎样评价商品，资源有多稀缺，某项生产究竟创造了价值还是浪费了资源。政府扭曲价格，也就扭曲了利润和成本的计算，造成罗斯巴德所说的“经济计算混乱”。<br/>三、牛奶不会服从法令<br/>米塞斯用牛奶价格上限说明过这个过程。这是一个经典案例，值得每个人认真读一读。<br/>政府说，穷人需要更多牛奶，因此牛奶价格必须降低。价格降下来以后，消费者当然愿意买更多；可奶农得到的收入更少，利润缩小，甚至开始亏损，于是他们减少供给。需求增加而供给减少，短缺就出现了。<br/>这时生产者还会寻找不受管制的用途。牛奶可以拿去做黄油或奶酪，奶牛也可以被屠宰后当作牛肉出售。于是政府若想维持牛奶上限，就必须继续控制黄油、奶酪和牛肉。可这些行业也需要饲料、人工、设备和运输，管制又会沿着生产链继续扩散。你不能只控制最终产品，却让全部生产要素仍按市场价格配置。<br/>政府最初想让牛奶“更便宜、更充足”，结果却使牛奶更少。对最后排到队伍却什么也买不到的人来说，法定价格再低也毫无意义。买不到的东西没有便宜可言。<br/>四、战后德国不是靠命令恢复的<br/>战后德国把这个逻辑演示得更加彻底。希特勒政权从1936年开始实施价格和生产管制；盟军占领德国后，没有立即废除这些措施，反而继续沿用。到1948年，德国已经在严厉管制下生活了十二年。食品、衣服、药品和住房严重短缺，正常的货币交换几乎失灵，商品被藏起来，交易转向黑市和物物交换。<br/>路德维希·艾哈德受到德国秩序自由主义者的影响，而这些古典自由主义经济学家又从米塞斯那里得到重要启发。艾哈德看清了一件事：只要取消价格和生产管制，商品就会重新出现。<br/>他没有等所有占领当局和顾问一致同意。管制解除以后，过去不愿按法定低价出售的商品很快回到商店橱窗，生产恢复，后来被称为“德国经济奇迹”的过程由此开始。商品并不是被部长命令到货架上的；它们只是终于能够按反映稀缺与成本的价格交换。<br/>这件事让许多美国经济学家很尴尬。他们习惯把战后恢复归功于援助和行政安排，却不愿承认，取消妨碍生产与交换的命令本身就是决定性的改革。<br/>五、把1800美元写成1000美元，并不会造出公寓<br/>假设一座小城市的均衡月租是1800美元。在这个价格上，房东愿意提供的住房和租客愿意承租的住房大致相等。现在政府把最高租金规定为1000美元。<br/>首先，更多人会想租房。原本住在郊区、每天进城工作的人会觉得，既然租金这么低，为什么不搬到离工作更近的地方？需求量可能从3000套增加到4000套。<br/>与此同时，房东愿意提供的住房会减少。地下室不再改造成公寓，空余房间不再出租，新公寓也不再建设。供给可能降到2500套。结果不是“4000个人都以1000美元租到房”，而是出现1500套住房的短缺。<br/>账面租金被压低，真实成本却转移到了别处：寻找房源的时间、漫长的候补名单、额外押金、家具费、私下转租费和关系网络。价格没有消失，它只是换了一副不透明、也更不公平的面孔。<br/>六、租金冻结以后，城市也会被冻结<br/>房屋不是不会折旧的抽象方格。税费、供暖、水电、锅炉、电梯和维修成本都在上涨，租金却被冻结。房东无法用收入覆盖维护，就会推迟维修、减少改造，甚至放弃建筑。住房质量下降不是一道新的行政命令可以解决的问题，因为问题本身正是行政命令破坏了收益与成本的联系。<br/>租金管制还会冻结人口流动。大城市里本来有自然的住房转换：孩子长大离家，配偶去世，家庭规模扩大或缩小，人们会寻找更适合的房子。可一旦某套受管制住房远低于市场租金，现有租客就不敢搬走。一个人可能独自守着三居室，而一个五口之家挤在两居室里。年轻夫妇甚至会按照候补名单的位置决定何时结婚，因为另一种选择可能就是继续和父母同住。<br/>于是住房不再由公开价格配置，而是由排队、关系、礼物和黑市配置。有些租客会把受管制住房高价非法转租。房东也不必再争取租客，反倒可以挑选租客。年龄、性别、外貌或其他偏见都会进入选择过程。<br/>罗斯巴德常用“红发租客”来说明歧视的成本。在竞争市场里，如果房东拒绝红发租客，他就缩小了自己的客户范围，空置会让他付出代价；在严重短缺的市场里，门外永远排着人，他可以歧视而几乎不承担成本。管制没有消灭权力，它只是把权力从消费者手中交给了掌握稀缺房源的人。<br/>七、规则会奖励最糟糕的行为<br/>我自己住过受管制住房，也见过这种制度怎样改变日常管理。房东既然不愁找不到租客，就没有足够动力处理噪声、公共空间破坏和扰民行为；但管理人员却可能盯着租客是否养猫，甚至雇人往窗里看。制度把精力从改善住房转向监视和规避规则。<br/>“部分空置解除管制”也会产生反向激励。规则说：现有租客搬走以后，房东可以对新租客提高10%或15%。那么，现有租客就成了提高收入的障碍。房东可能不修锅炉、不恢复供暖，甚至允许摇滚乐队晚上十点在空置公寓排练，只为逼人搬走。<br/>我不是在替这种行为辩护。恰恰相反，我要说明的是：当一项制度持续奖励恶劣行为，我们不能只把每次结果都解释为个人品德突然败坏。必须看看规则究竟鼓励了什么。<br/>八、巴黎：一套公寓只值几包香烟<br/>巴黎的租金从1914年到1948年长期受到控制。两次世界大战期间通货膨胀不断侵蚀货币价值，名义租金却几乎不动。到最后，一套公寓的月租可能只相当于几包香烟。<br/>听起来便宜得不可思议，实际结果却是住房极度短缺。年轻人很难离开父母建立家庭，有人只能等亲属去世后接手公寓。建筑维护被耗尽，住房成为负资产。政府把价格冻结了，却没有冻结税、燃料、材料和人工成本。<br/>纽约一位小房东的经历同样说明问题。他的租金收入已经不足以支付税费、供暖和维修，还因为无法纠正建筑规范问题被罚款。他想把整栋楼免费送给租客，租客却不愿接受，因为他们知道接手的不是财富，而是一项持续亏损的责任。最后他只能考虑弃楼，城市政府接管后，情况往往更加恶化。<br/>九、这是轰炸，还是租金管制<br/>我给听众看了一组城市废墟照片，请大家判断：这些建筑是被炸毁的，还是被租金管制毁掉的？有些是战后的欧洲城市，有些却是纽约南布朗克斯的弃楼、纵火和坍塌。单看外观，你很难分辨。<br/>一位瑞典经济学家有句著名判断：除轰炸之外，租金管制可能是摧毁城市最有效的办法。这个比较真正重要的地方，不只是画面相似，而是恢复机制不同。<br/>一个没有租金管制的城市即使遭到轰炸，只要重建可能获得回报，资本、材料和劳动力就会进入。一个仍被租金管制束缚的城市，即使建筑物没有被炸，投资者也知道新建和维修无法收回成本。战后德国取消管制后能够重建；管制中的城市却会在和平时期慢慢变成废墟。<br/>十、价格下限只是把问题倒过来<br/>价格上限低于均衡价格会制造短缺，价格下限高于均衡价格则会制造过剩。农业支持价就是典型例子。政府把农产品价格托得过高，消费者减少购买，生产者却扩大生产，于是出现堆积如山的剩余。我们见过数以百万计的鸡蛋被销毁，也见过大量小麦积压。<br/>两个政策方向相反，逻辑却相同：价格不再清理市场，政府随后又要处理自己制造的短缺或过剩。<br/>十一、市场租金也会下降<br/>有人仿佛认为，没有管制，租金只会单向上涨。我在1986年去过休斯敦。当时油价下跌，人口搬离，住房需求减弱。房东为了吸引租客，甚至提供六个月免租。<br/>市场价格不是房东单方面写下的愿望。供求改变时，租金会下降，竞争会把好处交给租客。真正扩大可负担住房的办法，是允许供给进入，让人们建设、改造和维护住房，而不是压住那个提醒我们住房稀缺的价格。<br/>价格管制很有政治诱惑力，因为它让政府看起来立刻“做了什么”。但政府写下一个较低数字，并没有创造一瓶牛奶或一套公寓。它只是把公开价格压下去，再把代价写到短缺、排队、黑市、歧视、住房恶化和资本退出上。<br/><br/>约瑟夫·T·萨勒诺是美国奥地利学派经济学家，获罗格斯大学经济学博士学位，现为佩斯大学经济学荣休教授、米塞斯研究所学术副总裁及董事，并担任《奥地利经济学季刊》编辑。他长期研究货币理论与政策、经济思想史及奥地利学派经济学，著有《货币：健全与非健全》，并与安妮特·戈达特-范德克龙合编《21世纪的奥地利经济学派：演进与影响》。 2026-09-03T06:35:35Z https://njump.me/nevent1qqs9jqfc905qu7tdhlcsemvzzw46g5kq2pxm47vq7gz93drxffxhm4cpx9mhxue69uhhjmn0wd68ytnev9jkctnpwshkummnw36hywnedehhxarj9eukzetv9eshgtmpde3ksmmjqgs2e08vgadp5nu5sxfeanaars73z86mtfr55wdwqwdmcus0m5c9hmqlw8djn In reply to <a href='/nevent1qqsqqqyp86awhw903zxc5e2vanegcvawzk96wrtfanuzr9sgcelh9fspzemhxue69uhkummnw3ex2mrfw3jhxtn0wfnj770rfcs'>nevent1q…rfcs</a><br/>_________________________<br/><br/>It&#39;s hilarious.
