While it&#39;s preferable, it&#39;s by no means necessary.&#xA;&#xA;It need not be perfectly decentralized, just sufficiently decentralized.&#xA;&#xA;Whether that means dozens / hundreds / thousands of relays is up for debate.</html></oembed>
