Another trivial anti-spam solution some clients could implement is just hiding *by default* all muted/reported by OP comments (and providing the "show hidden messages" button): everyone moderates their own thread, and nobody's actually censored.
Could be useful during spam waves, at least as an option.
The disadvantage is that mutes/reports are still possible due to non-spammy subjective reasons, of course. Yet in abusive scenarios, it's still possible to start your own thread that quotes a message by somebody who muted you—others will see and possibly repost your message.
