Truth is, those same people who'd think you're spying on, would be the same folks who wouldn't mind saving several thousands of dollars by having a drone inspector inspect their roofs.

He was flying in the city, not being careless, but yes, in areas "not allowed."
Didn't hurt anyone, nor did he risk ever hurting anyone, but it still was not allowed, so bam... 180,000 grand.
Filming where banned... if you don't get a Karen, you'll get a bored fed... w/nothing to do but just scoured the internet for anything that teases his hunger for putting his boot on someone else's neck.
