When I was still doing ATMs I was able to not register for a MTL in Kentucky because I dug myself a loophole in the law. I reached out to the KY DFI and told them I was only going to allow people to buy Bitcoin instead of use a 2way machine. This way I wasn't facilitating any transfers of money but simply acting as a vendor for buying sats. This ended up saving me almost half a million in costs/bonds that would have been required otherwise. Regulatory stuff is so stupid.
