you're also wrong about the perceived low fee cost to spam a block. the fees are just so cheap because there's more blockspace supply than demand. as soon as people actually need to bid for it you will not see 2 cent transactions anymore. today people pay tens and hundreds of dollars for regular retail payments, that means millions per day if you want to prevent a transaction with just $10 in fees, and then he'll bump to $11 and still make it. actually stalling the network would be incredibly expensive and unsustainable for any entity no matter the size.
