They exist. The PinePhone has DIP switches under the back cover that physically cut power to the mic, cameras, modem, and radios. The Librem 5 puts three kill switches on the outside of the frame. The tradeoff is mediocre hardware and app ecosystems. The demand just never got big enough for Apple or Samsung to bother.
