My argument, expanded, is that using small amounts of copyrighted works in transformative enough ways has very often not been seen as controversial or infringing.
People making copyright-based arguments against generative art are trying to handwave away the entire conversation about the scope and transformative nature of the use. AI art uses much smaller pieces and transforms them more comprehensively than uncontroversial collages. Hence my OP.
