Look into the Messmer Plan. Indeed FR ramped up their fleet very fast, in a completely undemocratic way, and without involvement of Parlament or the public based on a state operated & backed industry with strong military-industrial link. Such a ramp up seems to me not replicable in today’s Western democracies. Many nuke advocates use it as an example of how fast it was done. But I prefer to look at how fast it is actually done today.
