I don't know if I'd necessarily agree with lolberts on this, their ideology doesn't really translate to nonwhites (rule of law and personal responsibility? Gimme a break). Welfare was designed to help widows and orphans but wound up incentivizing black women to replace their husbands with the state in the 60s.
