There are two ways to slice this.

First, accepting the assumption that taxes are payments, this is like saying transaction fees on credit card payment systems aren't voluntary. If you want to use the national currency, it's reasonable that you share in the cost of maintaining its usefulness.

Don't want to pay taxes? Don't trade in the national currency. Totally voluntary.
