TIL that Altium generates plane layers as negatives, so if your fab doesn't catch it they'll put inner layer copper everywhere you don't want it and no copper anywhere else.
If you make the layers signal layers and fill them with a polygon, it generates positive fills in the gerbers like every other layer.
