To overcome this problem, needs-based analysis takes a different approach to measuring poverty. It starts by defining poverty as the inability to procure a chosen basket of *physical goods and services*, not income: for example, Allen’s basic needs poverty line is defined as 2,100 calories per day, plus certain quantities of protein, fat and mineral, plus some clothing and heating, plus 3 square meters of housing.
