ISRO seems to be having trouble with semi-cryogenic engine and electric thrusters for satellites.
There are two Indian companies working on this - Agnikul Cosmos and Bellatrix Aerospace.
ISRO could at the very least call them up as paid consultants and at best could give them contracts to build these for ISRO. There could also be levels in between that they could involve these startups in.
