If one's making big statements, it's in a way similar to standing on a box on Hyde Park corner.
If one's talking about personal things, or a small community, it's closer to being in a park having a picnic: a passerby *might* be welcome, but who would consider it their right to barge into overheard conversations in a park on when walking by a café?
