It's not quite either of these things. Inkscape's svgs are always 96dpi, and there are no dots technically anyway. Both the dpi and the canvas size stay the same.
The numbers used to represent the size of objects as it relates to 96dpi. It's why it's a little tricky to understand without knowing why you would want to change the scale anyway.
