I think that is actually the case. Governments are only covering a certain amount of your money with the bank. I think something around 100k, depending on the country. If the gov did not commit to covering Celsius, likely because they did not subject to the bank and finance authorities for license, that why should the government pay for it.
There are two other questions of interest:
- question for property rights (same argument against it like for bank notes, yes unique but get mingled up with the pool)
- liability, which should still exist.
