Depends on what you mean by give up. In a few significant ways, Ian gave up before we meet him in Cascade; in other ways, he's still going somehow despite being a dried up husk with no soul.
(It was knowing that whatever path he took, it wouldn't save the world. And also knowing that he didn't have the privilege to step away from the fight.)
