Yes that's the entire business model from Adobe. Subscribe to a catalogue you can't access any other way.

I understand in some versions of Lightroom you were able to export a catalogue to browse even after a license lapsed. But these things change all the time and what works one year gets removed the next.

I had a friend who worked as a DAM expert and he gave up that business because Adobe kept moving the goal posts on his clients. Capture One is no better.
