That is the plan. He proved his loyalty when in office, so they make him APPEAR to be persecuted in order to prop him up. He is their guy, and will be used for something not good (biometrics related to the border for sure) and the right will cheer it on as usual. Are the faces on TV in on it? Doubtful. But its so so so obvious they want him because they know the people with guns will cheer on tyranny yet again (think Patriot Act).
