In Brazil, the state is gigantic, so much so that the tax burden on the population is so high that many prefer to have informal jobs, and thus receive their full salary.

But all this state funding via taxes does not translate into better services, and clearly not in properly supervising critical issues such as the transfer of people by air.

Moreover, state corruption is so high that for the people it is normalized, they consider it part of the system, so much so that its current president was imprisoned and is famously known for having participated in a fraudulent scheme at the Latin American level. Even so, the people voted for him for a second presidential term.

So I do believe that people should stop trusting so much in a state that is known to be corrupt. Be responsible and do the respective checks on their own.
