It is absolutely censorship. Not government or company censorship, but censorship nonetheless. However there is nothing wrong with user and peer censorship, as it isnt forced onto another user on nostr. They can use or create a relay that mirrors the large relays and simply ignores reported content. Unlike with government or centralized entities like 'X'.
