For those that still listen the show: even before the war in Ukraine, the Donbas separatist zone had a problem with steel mills needing a particular kind of coal that was only available across the border. This highend steel they were/are making is better quality because of what that particular coal provides as an additive. This is not a small thing for the economy in that area. Putin is/was well aware of these issues. Ukraine is well aware as well.
