It’s not about public safety. It’s about an efficient system of resource extraction that maintains fear and compliance among the poor and disenfranchised.
And it’s a greatly regressive tax, those tickets are. A guy who makes 300k a year is barely punished by a $200 ticket. A guy who makes $15 an hour is obliterated. That ticket is designed to put that second man in jail for skipping payment…then he’s a slave of the prison system, netting the corporation that runs his prison $77/day.
