RH decided to turn that tooling off because we're not using it anymore, while at the same time encouraging derivatives to get their sources from CentOS Stream, the same way we do to build actual RHEL.

I'm of course biased here, but I think the only thing that's really justified for folks to be mad about is the suddenness of the legacy tooling being turned off. Or the fact that it was allowed to start for RHEL 9 at all.
