the goal is to have battery handle the power demand until it gets down to 33% or whatever, at which point the turbine spins up for 2 hours or however long to fully recharge it, at which point it spins down again

you really don't want the turbine spinning longer than it has to, but you also don't want it spinning up more times than it has to; there's a sweet-spot here that you want to hit, and it's almost certain to require batteries to hit it
