I'm curious about this same point. What gives you the impression satan was trying to gain more power to oppress. If you look at satan doing harm in the bible it is at gods express command such as Job where god instigates the entire situation with satan who was minding his business wandering around.
FYI, I'm also an atheist with the same read of the bible that Vinny proposed above.
