Well, there is a classic response to that. You bomb it the moment it crosses the border. And other than that, just declare a blockade (in full accordance with international law) and do the same thing the Entente did in WW1. Or in the second round for that matter.
And honestly, it's beyond stupid to pick a fight with the people who control your water and food supplies.
