Satan's offer of political power was a temptation. A temptation implies that what is tempting is wrong. Therefore, forcefully controlling other people through the system of government and political power is wrong. The fact that Jesus needed to resist political power means that even the most perfect human had political power, it would still be considered evil.
This temptation was from Satan, which meant that Satan wanted Jesus to wield political power. Satan wants people to have political power and he tempts people to obtain it. The conditions for obtaining political power are to worship and serve Satan.
