Yeah it's less than clear. However, the way you should see it is that you as an IOCX user should expect to see our rules upheld. Also sending the report to the originating server is just a bonus (if it's an instance where there's a chance it might make a difference).
We (I'm on the moderator team here) will always moderate according to our rules - regardless of whether the user is local or not.
