This is a part of a great idea, however it's flawed, and I suspect intentionally, the full idea should be sufferage only to those who are *married* with children and who are 25 years of age or older. However if that was the standard, 98% of black people would be intelligible and since the Republicans indefinitely covet their vote despite never actually winning it, they won't do that.
