The Kenyan government is proposing legislation to govern the visa-free entry program. President William Ruto has directed that Kenya will be a visa-free country starting January 2024. The Ministry of Interior and Coordination of National Government has proposed the Immigration (Amendment) Regulation Bill 2023, which requires passengers to apply for Electronic Travel Authorization (ETA) and airlines to provide accurate passenger information. Airlines that fail to provide accurate information may be fined KSh 1.5 million. The ETA will contain information on criminal offenses, and passengers with such offenses will not be issued an ETA. The ETA application process will require a valid passport, photo, contact information, arrival and departure itinerary, accommodation booking confirmation, means of payment, and financial assets and return flight ticket details for some passengers. The ETA charges will be $30 (about KSh 4,700) starting January 2024. The visa fees for other types of visas have also been updated. The Kenya Civil Aviation Authority (KCAA) will continue the visa application process until the ETA system is ready.
