Please elaborate on why Congress does not have the authority to reassign judges from the Supreme Court to lower courts (as a term limit scheme).
Surely Congress has the power to enact statutes regulating courts, such as the financial disclosure law that Clarence Thomas has recently run afoul of, so where's the line?
