My response has been to use my work number for a separate account dedicated for use when I don't want to expose my personal number. My work phone can't accept texts, but Signal will send a verification code by voice during account enrollment. Presto: I now have an account that only exposes a number that's already public.
This is better than nothing, but it's not ideal. I a now one of those people who carries two phones.
