I've had this conversation a lot with people and the reservations are definitely warranted. I don't think you can look at this through the lens of civilized society. Truth is society had broken down in El Salvador. People are talking about civil rights violations, but that's stuff that happens in a civilized society. He was more in a civil war situation. War time presidents have to make hard choices.
