I think because a lot of northern cities followed pre-determined plans that were, in theory at least, allow for growth while maintaining something like order* (more in a moment on that), you don't get the massive and completely unbelievable sprawl that is ATL. It's like a...a...sentient fungus. It just spreads and covers everything so that people in Gwinnett county say they they are from Metro Atlanta.
