The administration is doing everything they can to privilege trans people because they can cast anyone who is against this expansion of benefits as mean and bad while not addressing their complete and unmotivated failures everywhere else.
Also, I've seen no compelling evidence that they aren't trying to absolutely blow out health entitlement spend. The nation can't afford everything they've committed to -now- and they aren't acting rationally in that context.
