I think the terms technocrat and populist are pretty arbitrary.
There is a certain contradiction in who is described as a technocrat, as depending on context, it has been used for both competent and incompetent leaders.
Likewise, calling people populist seems arbitrary.
I think these are both weasel-words that are used when journalists don't have the ammunition to call someone illegitimate or dictator.
