Not sure if I'm brave or crazy... but I just attempted to create a bootable Windows USB drive from within Linux using only gdisk, mkfs.fat, mkfs.ntfs, Dolphin, and cp. If all goes well, it will only be UEFI-bootable, but it *will* be UEFI-bootable.
