Incorrect. All floppy drives are magnetic flux read/write media and aren't, themselves, managing files--just reading and writing magnetic pulses on metal discs. FAT32 is a filesystem for organizing structured data. The two aren't necessarily tied. Floppy discs are, in fact, more likely to use FAT16 or FAT12 than use FAT32, given that FAT32 came along much later for large hard drives. There are also Commodore, Apple, Atari, etc. filesystems as well.
